Project Controls

Our team of cost estimators, change order coordinators, schedulers, and office engineers understand and positively influence the time and cost outcomes of construction projects.

Construction Management

We are part of the building process from the very beginning, providing constructibility reviews and feedback to design teams. During construction our engineers oversee production, making sure all safety and quality standards are met.

Claims Management

Our construction claims support services include claims avoidance, schedule/delay analysis, cost analyses, event reconstruction, field services and litigation support.

Resident Engineers

 Our Resident Engineer's depth of experience and technical proficiency enable them to apply sound theory and achieve practical results on time and within budget.

Projects

 

I-880 Express Lanes

Expected Completion 2019

This BAIFA funded project proposes to convert existing High Occupancy Vehicle (HOV) lanes to Express Lanes along Interstate 880 from High Street to the SR 237 interchange in both the northbound and southbound directions.
The project includes installing toll tag readers and FasTrak equipment, traffic monitoring equipment, overhead sign structures and road signage as well as concrete median barrier construction and striping. With a length of over 30 miles along Interstate 880, the project spans various cities from Oakland, San Leandro, Hayward, union City, and Fremont.
With a construction value $45 million a significant portion of the work was conducted at night in multiple locations concurrently. Construction work began in July 2017 and is expected to be completed in by the end of 2019.

Nabil Hissen, P.E.

Nabil has 29 years of construction management and engineering experience.  His skills combine extensive technical and engineering knowledge with highly developed interpersonal and communications abilities.  His expertise includes building teams with a focus on finding innovative solutions to complex contractual issues, disputes, and claims. Nabil is adept at storm water compliance, CPM scheduling, project controls, conflict management, claims resolution, cost estimating, as well as public and environmental agency liaison and coordination.

Saeed Shahmirzai, P.E. 

Saeed’s extensive background combines both the contractor’s and owner’s side. A recognized expert with over 30 years of experience, Saeed has been involved in numerous transportation-related projects throughout the San Francisco Bay Area. His specialty areas include traffic handling, construction staging and utility coordination.  As the contractor’s project manager, he was involved in estimating, bidding, and managing field operations.  As the owner’s representative Saeed managed and worked on numerous high profile projects including the San Mateo Bridge, Richmond-San Rafael Bridge and San Francisco-Oakland Bay Bridge.

Doug Johnson, P.E.

Doug has extensive experience managing change. With over 24 years analyzing, negotiating and resolving disputes and claims, Doug will make sure your project issues are handled fairly and effectively. His successful approach focuses on building teams with the unified goal of finding innovative solutions to complex contractual issues, disputes, and claims. Doug is adept at performing schedule logic analysis, evaluating owner exposure to contractual disputes and providing proactive negotiated resolutions to these disputes.

Mike Forner, P.E.

Mike Forner has exceptional technical and engineering knowledge combined with the ability to manage numerous highly complex construction projects simultaneously. He proactively resolves complex construction issues while maintaining project schedules, having over 10 years of Principal Engineering experience on some of the Bay Area’s most complex and highly political projects. Mike is adept at performing schedule logic analysis, conflict management, claims resolution, and cost estimation. He possesses excellent communication skills, presenting complex contractual issues before regulatory boards, executive staff, and public meetings. Mike has extensive experience working with multiple funding agencies including the California Transportation Commission, the Federal Transportation Authority, and the Metropolitan Transportation Commission. He has worked effectively with third party stake holders including the U.S. Fish and Wildlife Services, California Fish and Game, Union Pacific Railroad, Bay Area Rapid Transit and the U.S. Environmental Agency.

Craig Parmley

Craig brings a long history of proven success on various types of public works projects to the team. His skills as a construction manager, project manager and resident engineer have been acquired through over 32 years of experience. The combination of strong communications and negotiating skills coupled with an excellent technical knowledge and deep construction experience make Craig an instrumental member to our team. Craig served as the Division Chief for the County of Marin’s Road Construction and Maintenance Division.  Total yearly CIP projects averaged $18M a year and included road overlays, bridge construction and repair, retaining wall construction and repair, general road infrastructure maintenance, replacement and repair of the County’s storm drain system, and the management of a construction crew of 48 individuals.

Ernest Klock, P.E.

Ernest has over 23 years of experience and is highly equipped in directing all phases of Capital Project development including expertise in the planning, design, and delivery of public works infrastructure and maintenance projects across a broad range of civil engineering disciplines. An expert in program management and project delivery, Ernest is a strategic and collaborative leader with a proven track record of building and directing effective cross-functional teams to support a wide range of internal/external clients. He creates, manages, and coordinates programs/projects to ensure that stakeholder expectations are met, and all goals are achieved with regards to schedule, safety, quality, and cost. A California Licensed Civil Engineer, Ernest has also designed, built, and managed the construction of several single family homes and a wine cave in northern California. Ernest is a motivated, enthusiastic, and proactive team player with strong interpersonal skills and excellent communication skills.

Yong Lee, P.E.

Yong has diverse skills and experience in construction project management. His professional background includes comprehensive schedule and cost analysis and management, program-level planning, cost estimating, contract management, and claims avoidance and resolution. Yong is an expert at the use of various scheduling and project management software packages including TILOS, Primavera P6 and P3, MS Project, Schedule Analyzer Pro, and Claim Digger. His research experience includes computer applications in project controls, Business Process Re-engineering, MIS, contract claims, and professional liabilities.  He also has excellent presentation skills and has taught several graduate and undergraduate level classes in scheduling, cost engineering, and information systems. Yong is a focused and reliable professional with exceptional analytical skills and problem-solving abilities.

Brian MacRae

Brian has over 23 years of experience in construction and construction management, including field inspection, project management, cost estimation, contract administration, job cost accounting, and construction operations. Brian has overseen key construction activities including traffic control, excavation, paving and grading, piling, concrete curb and gutter, storm water pollution prevention, joint trenching, and directional boring. He has a strong command over the policies and procedures outlined in the Caltrans Construction Manual and Standard Specifications, and is experienced with software such as E-builder and Primavera P6.
